Quarterly data on mortgage sales in 2025 broken down by loan-to-value (LTV) ratio and geographic location, specifically for the following LTV bands: mortgages with an LTV of greater than 90% and up to and including 95%, and mortgages with an LTV of greater than 95%. Comparable data was publicly available up to the final quarter of 2024 via the Mortgages product sales data dashboards | FCA
If possible, isolate sales data specifically for 95% LTV mortgages and 100% LTV mortgages over the past five years.
Finally, please confirm whether it would be reasonable to assume that the majority of mortgages in the greater than 90% to 95% LTV band are 95% LTV mortgages, and that the majority of mortgages in the greater than 95% LTV band are 100% LTV mortgages.
FCA response:
We have considered your request. We are due to publish Mortgage Products Sales data for 2025 in June 2026, which includes quarterly data for 90% LTV mortgage sales. Therefore, under section 22 (information intended for future publication) we are exempt from the duty to provide it to you in advance. For more information on why we are applying this exemption please see Annex A.
Regarding your request for the sales data for 95% and 100% mortgages over the past 5 years. This data will not be included in the publication; therefore, we have provided this information in Annex B attached.
We would like to clarify that 95% LTV is defined as values ranging from at least 94.5% up to, but not including, 95.5%; and 100% LTV is defined as values from at least 99.5% up to, but not including, 100.5%. It should also be noted that the geographic regions listed in this table are based on different definitions to those used in the published Mortgage Product Sales Data dashboards. Therefore, figures from these two datasets cannot be directly compared.
“With regard to your question: ‘Are we safe in assuming that the majority of “>90%–≤95%” LTV mortgages are 95% LTV, and that the majority of “>95%” LTV mortgages are 100% mortgages?’
Please note this assumption is not correct. The ‘>90%–≤95%’ LTV band covers all mortgages with an LTV between 90.01% and 95.00%. In recent periods, approximately one-third of mortgages within this band have an LTV of exactly 95.00%.
Similarly, the ‘>95%’ LTV band includes all mortgages with an LTV of 95.01% or above. In recent periods, around 3–4% of mortgages within this band have an LTV of exactly 100.00%.
