Our outcomes report shows the conditions that participants identified as necessary for open finance use cases to develop and scale in practice.
Between March – June 2026, the Prioritisation and Real-world Insights Selection Matrix (PRISM) Taskforce developed a framework to assess the potential impact of open finance use cases.
The report reflects the ideas explored through that process and the outcomes of the taskforce.
Objective of the PRISM Taskforce
The objective of the PRISM Taskforce, part of the Open Finance roadmap, was to build an industry-informed assessment framework to assess the potential impact of open finance use cases.
The framework was designed to consistently describe and compare the impact of open finance use cases.
Through its development, the 33 industry participants highlighted the conditions they saw as important for open finance to develop and scale. This included recurring dependencies, evidence gaps and shared enabling foundations.
High level findings
- Open finance impact relies on shared foundations. The common infrastructure, governance and operating model choices are just as important as the individual services when considering impact. Some foundations may need to be fixed across the ecosystem, while others should remain flexible as markets develop.
- Open finance provides foundations for AI and agentic finance. It enables trusted data access and shares the building blocks these technologies need to develop safely, including interoperability, governance and accountability.
- Data quality, provenance and trust are foundational. Open finance depends on accurate and timely data that is sufficiently complete and traceable to trusted sources. Weak foundations could reduce confidence and limit adoption.
- Incentives and sustainability matter. Firms, consumers and intermediaries need clear reasons to participate over time. Assessments should consider costs, liability, benefits and whether operating models are commercially sustainable.
- Adoption shapes impact. Technical feasibility alone does not guarantee benefits. Value depends on whether consumers and businesses see sufficient value to engage with services, and whether those services fit real customer journeys, operational processes and commercial models.
Looking forward
The PRISM assessment framework can be used as a living analytical tool to support the next phase of open finance work. It offers a structured way to assess the potential of use cases across financial sectors.
More widely, the PRISM Taskforce has shifted the next phase of the Smart Data Accelerator’s work from what benefits open finance could enable to what needs to be in place for these to be delivered in practice, and to scale safely and effectively.
