The retail intermediary market data 2025

We give our latest analysis of the intermediary sector, using data from the Retail Mediation Activities Return (RMAR) for 2025.

Firms that advise on, or arrange mortgages, insurance policies or retail investment products for consumers must send us information about their activities on the RMAR. 

We use this information to help us supervise intermediary firms and support our regulatory work. We have published RMAR data since 2016. This analysis gives an update on firms in the retail intermediary sector using data from 2025. 

The data reflects returns submitted to us by firms for periods ending within 2025. 

We categorise firms based on their main regulated business activity, such as financial advice, insurance intermediation, or mortgage broking. In 2025, we changed the methodology used to prepare the data and classify firms. As a result, some firms may have changed category, so data before and after 2025 is not comparable. 

Key findings

  • Reported revenue from retail investment intermediation increased by 13.9% to £6.5 billion in 2025, compared to 2024 (Figure1). 
     
  • Reported revenue from mortgage broking rose by 15.9% to £1.6 billion in 2025, compared to 2024 (Figure 2). 
     
  • Revenue from non-investment insurance distribution in 2025 increased by 6.4% to £27.7 billion, compared to 2024 (Figure 3). 
     
  • The proportion of retail investment revenue from commission fell from 8.5% in 2024 to 7.1% in 2025. For non-investment insurance distribution and mortgage broking, commission remains the primary source of revenue, accounting for 83.1% for non-investment insurance distribution (up 0.4% from 2024) and 77.5% for mortgage broking (no change from 2024). 
     
  • The reported number of retail investment adviser posts across all firms fell to 37,517 in 2025 compared to 37,660 in 2024. The reported number of mortgage adviser posts fell to 32,990 in 2025 compared to 34,342 in 2024.  
     
  • Of the firms providing retail investment advice in 2025, 88.1% provided exclusively independent advice, while 10.6% provided exclusively restricted advice. The percentage of all firms that provided both restricted and independent advice was 1.3% in 2025, compared to 1.4% in 2024.
