We are consulting on our regulatory fees and the levies we collect for the Financial Ombudsman Service and government.

Why we are consulting

We are funded by the fees and levies paid by the firms we regulate. This Consultation Paper (CP) seeks feedback on proposed rules that would allow us to:

  • Raise regulatory fees and levies for the 2026/27 period to fund both the Financial Conduct Authority (FCA) and the Financial Ombudsman Service (Financial Ombudsman)
  • Collect levies on behalf of various government departments

This consultation is relevant to all FCA fee-payers, Financial Ombudsman general levy payers, businesses considering applying for FCA authorisation or registration, and any firms required to pay the levies outlined in this CP.

Who should respond

This consultation applies to:

  • all FCA fee-payers
  • Financial Ombudsman general levy payers
  • any businesses considering applying for FCA authorisation or registration
  • firms which pay the levies set out in this CP which we collect on behalf of some government departments

We will consider your comments and, subject to FCA Board approval in June 2026, plan to publish a Policy Statement (PS) in early July, which will include our feedback on your comments and the final rules.
