Find out more about the Digital Regulation Cooperation Forum (DRCF) and how it is supporting regulatory cooperation and coordination in digital markets.
The DRCF was launched in July 2020 as a voluntary forum and aims to support cooperation between its 4 members:
- the Office of Communications (Ofcom)
- the Competition Markets Authority (CMA)
- the Information Commissioner's Office (ICO)
- the Financial Conduct Authority (FCA)
We joined the forum as a full member in April 2021, having previously been an observer member.

DRCF core aims
The DRCF has 3 core aims:
- Coherence: to promote greater coherence – where regulatory regimes intersect, the DRCF helps to resolve potential tensions, offering clarity for consumers and industry
- Collaboration: to work collaboratively on areas of common interest and address complex issues
- Capabilities: to work together to build the necessary capabilities – learning from what each regulator is doing and striving to be best in class, both now and in the future
2023/24 workplan and 2023 annual report
The DRCF, published its 2023/24 workplan and 2023 annual report On 27 April 2023. Digital technologies are transforming the UK economy, and at the same time digital regulation is changing, with new legislation covering online safety, competition in digital markets, data protection and financial services.
