New NSM – What you need to do

The existing process of filing regulated information with the NSM is changing. Find out what you need to do.  

We will be amending the FCA’s Electronic Submission System (ESS) to allow issuers and their representatives to upload regulated information.

Each uploader will need an ESS account. They will also have to provide evidence that they have been authorised to file regulated information on behalf of the issuers they represent. We will no longer be accepting email uploads and the existing Morningstar portal will be closed.

ESS is now open to accept registrations and authorisations.

We expect to launch the new NSM on Monday 6 April 2020 but continue to file regulated information using the Morningstar portal until that date. 

As a reminder, you will not be able to upload to the new NSM until we have approved you for registration and authorisation. Ensure you act now if you need to submit in the next few months.

How to prepare

We have introduced a 2-step process of ESS registration and issuer authorisation which is outlined below. We have also provided a submitter user guide on ESS registration and issuer authorisation.

ESS Registration

  • ESS registration is now open to all issuers and their authorised submitters. If you do not already have an ESS account you will need to apply for one. Section 1, pages 4 to 8 of the submitter user guide will take you through the registration process. 
  • We cannot accept accounts with group email addresses for security reasons - each person that requires access must register separately.
  • Only apply for an account if you intend to use it.

Issuer authorisation

All submitters will need to be authorised by the issuer(s) on whose behalf they are submitting.

The process is similar to the current system. Everyone who needs to submit will need an authorisation letter from each issuer and apply for authorisation through ESS. 

We have provided a template for the letter. Follow the guidance in section 4, pages 18 to 19 of the submitter user guide to upload your authorisation letter(s).
